Why one photo rarely works everywhere
The 35 mm by 45 mm format is close to a world standard and covers most of Europe, much of Asia and most of Africa. But the countries that opted out are big ones: Canada uses 50 by 70 mm, the United States a 2 inch square, China 33 by 48 mm, Malaysia 35 by 50 mm, Bangladesh 45 by 55 mm and Spain an unusual 26 by 32 mm.
Even inside the 35x45 group the head height rule varies enough to matter. The UK wants 29 to 34 mm, Ireland 31.5 to 36 mm, Japan 34 mm plus or minus 2 mm. A photo scaled for one can sit outside the range for another despite having identical outer dimensions.
The practical approach is to take one high-resolution photo with plenty of space around your head, then export it separately for each country. Because the source has room to breathe, every export can scale the head correctly without running out of image.
